Empowering Paralegal Trainees

Four-Day Training Programme on Legal Rights and Laws Concludes in Tura


Tura, January 9, 2025 – A four-day training programme aimed at equipping paralegal trainees with a comprehensive understanding of legal rights, laws, and advocacy skills successfully concluded on January 9, 2025. Organized by Social Action for Human Rights (SAHR) India in collaboration with Manos Unidas (Spain), the Labour and Migrant Commission (Tura), and the Bakdil Training Center, the event was held at the Bakdil Training Center in Tura.

The training focused on enhancing the capacity of paralegal trainees from across Garo Hills to effectively advocate for the marginalized and assist communities in accessing justice and government welfare schemes.


The inaugural ceremony featured Rt. Rev. Andrew R. Marak, Bishop of Tura, as the Chief Guest. In his keynote address, Bishop Marak emphasized the importance of understanding and utilizing legal knowledge to uplift the poor and marginalized. Sr. Shobha KP, Advocate and Director of SAHR, delivered the welcome address, underlining the necessity of making legal assistance accessible to those in need. The event proceedings were managed by Mr. Andrew Marak, Program Associate at Bakdil Training Center.


The programme brought together 40 paralegal trainees from various districts, including North Garo Hills, East Garo Hills, South Garo Hills, South-West Garo Hills, and West Garo Hills.



Throughout the four days, legal experts and resource persons conducted informative sessions covering a diverse range of topics:

  • Marriage and Divorce Laws: Presented by Fr. Cyril S. Sangma, Director of Bakdil Training Center, who provided insights into family law.

  • Information Technology, Cyber Laws, Consumer Protection, and Narcotic Laws: Covered by Changkam M. Marak, Assistant Legal Aid Defence Counsel, North Garo Hills.

  • Rights of Women and Children: Delivered by Abinash Narzary, Advocate from Guwahati, emphasizing legal protections for vulnerable groups.

  • Land Laws and Ownership Rights: Explained by Namsrang Ch. Momin, Assistant Legal Aid Defence Counsel, West Garo Hills.

  • Civil Justice Delivery System: Addressed by Grangchira Ch. Marak, Assistant Legal Aid Defence Counsel, West Garo Hills.

  • Rights of Scheduled Tribes and Forest Dwellers: Highlighted by John Ch. Sangma, Deputy Legal Aid Defence Counsel, West Garo Hills.

  • Human Trafficking Laws: Presented by Rania K. Marak, Chief Legal Aid Defence Counsel, West Garo Hills.

  • Law and Order & Cybercrime: Discussed by Shri Walsall M. Momin, Deputy Superintendent of Police, Crime Branch, Western Range, Tura, who also explained cybercrimes linked to artificial intelligence.



The programme concluded with Sr. Shobha KP encouraging the trainees to uphold the rule of law while assisting citizens and advocating for justice. Fr. George Kallumkal, Director, and Fr. Bilsing Ch Sangma, Deputy Director of the Labour and Migrant Commission, delivered heartfelt votes of thanks to the trainees and organizers for their contributions to the success of the initiative.

This training programme stands as a vital step towards empowering paralegal trainees to become effective advocates for justice, fostering legal awareness, and building a fairer society in the Garo Hills region.
